National issuer of identifier codes for tobacco products traceability system of Republic of Slovenia
The traceability system enables the monitoring of tobacco products across the supply chain (tracking) and, enables authorities to determine potential points of diversion from or into the supply chain (tracing).
Traceability is only possible if tobacco products are marked with unique identifier (UI) codes (containing predefined information – such as origin and date of manufacture, destination etc.). This enables their identification, tracking and tracing throughout the supply chain, and the transmission of related information to a data storage facility.
The UI is an alphanumeric code, which is encoded in a data carrier for the purpose of machine readability (e.g. scanning). Data carriers often take the form of an optical (one or two-dimensional) barcode, which is irremovably applied to the product package.
In the context of the implementation of Article 15 of the Tobacco Products Directive 2014/40 and Commission Implementing Regulation 2018/574, it is mandatory to use unique individual identifiers of participants in the supply chain of the tobacco products, in European tracking system which is intended to prevent and restrict the illicit trade in tobacco products. The Directive enters into force on 20.5.2019.
To register an existing economic operator on the https://tpd.idissuer.si website and to register all existing facilities and get the appropriate codes for each of them.
After the registration and receipt of the code of the economic operator, the user has to log into the system and enter the data about one or more facilities. For each of its retail stores economic operator is obliged to enter a separated record/entry in the system. After storing the facility data, the system will automatically generate the identification code for it. A list of all facility codes is available within the system.
Go to the website: https://tpd.idissuer.si Then click on the registration button, which will open the registration screen. In the upper right corner of this screen, there is a link to detailed instructions for registering an economic operator and facilities.
All generated codes need to be exchanged with your tobacco product suppliers.
User should register only once as a distributor and then create separate codes for retail sites (facilities) and warehouses (when creating an facility it is possible to choose different facility type - warehouse or retail store).
After economic operator registration and receipt of the username and password, the user must login into the system and enter the data of one or more facilities.
For each of its retail stores the economic operator is obliged to enter a separate record in the system.
After storing the facility data, the system will automatically generate facility code.
Creating an individual facility is done as follows: On the left side of the menu, select Facility, and then select the New facility icon in the upper right part of the screen.
Once this is done, a data entry screen will open for each individual facility.
A list of all facility codes (FID’s) is available within the system afterwards.
You need to know which is your economic operator identifier (EOID) and facility identifiers (FID’s). Those identifiers (one or more) you must exchange with your suppliers. You no longer have any obligations afterwards.
The retailers of tobacco products do not have any expense. The only obligation is to register at the system economic operator and the facilities (one or more), which is free of charge. Serial numbers are only requested by manufacturers, importers / exporters and distributors.
Yes. Two different codes are required. This place has to have EOID code and FID code
Yes. You have to register all different facilities residing at the same address.
The number of registered facilities is not limited. You must register all the facilities you own.
Yes. The system allows you to store all registered facility codes (identifiers) in CSV format. This option is on the Facility dashboard in the upper right corner. The name of the icon with which the storage option is enabled is Export.
Yes. The system generates a economic operator code automatically upon approval of the request. You will get your username and password in e-mail. After first login in the system, user need to change the received password.
On the Economic operator system dashboard you will find a registered subject with its associated identifier. After that, user can immediately start creating facilities under the Facility menu option.
There is a possibility of integration via the API interface, where user needs to develop software support on their own. API interface manual can be found on the system dashboard under Administration – API menu. Also there is a possibility of import using XLS template available in menu Documents
Unique identifiers can only be requested by manufacturers, importers and distributors.
If you do not sell cigarettes or minced tobacco, you do not have to register. Electronic cigarettes at this time are not subject to the regulation on traceability of tobacco products.
You can file and register your customers with their data, but in that case you are responsible for proper and adequate use of the system and fulfillment of their obligations under the regulation.
The tobacco products directive recognizes only form of authorized registration of retail stores, done by an economic operator that is also registered in the system as an economic operator. In that case, the existing identifiers of that economic operator are entered in the last two fields in the registration form.
The accounting service can register clients by entering the client data in all the registration fields (including the username), except for entering their data in the e-mail and mobile phone fields.
In that way, the username and password will be delivered to the accounting service, but the user profile will be made on behalf of the retailer.
Please note that registration is possible under condition that you have the permission of your client to do so and that in this case you are responsible for the correct and adequate use of the system and the fulfillment of the obligations in accordance with the regulation.
When signing up for your clients, you have to enter data for each client individually, except the e-mail address and mobile phone of your accounting service.
Only those two fields can be shared between system profiles of all your clients.

The excise number and the tax number are issued by the competent authority in this case the Tax administration.
A tax warehouse is a field that tells whether a part of an facility has a status of excise warehouse.
In the case of artisan business in the 'VAT number' field enter your personal identification number or in the field where the 'tax number' is required enter the number of artisan business (only one option is used), while for the excise number first you must check whether is issued for your artisan business and then enter it in the required field.
The 'Excise number' field indicates whether the facility has a excise code issued by the competent authority for the purpose of identifying the persons / premises. If the facility poses this number, type it in the system.
For your artisan business, your personal identification number is used as an company identification number or VAT number.
The 'Excise Number' field is optional. Please first check with your accounting service or the relevant tax authority whether if the one have been issued.
We have no access to the excise number register, and we expect the user to deliver them.
Moving cigarettes between retailers is permitted and is not subject to reporting obligations.
However, if cigarettes are moved from a retail store through a warehouse to another retail outlet, such warehouse events must be recorded and that traffic must be reported to the central traceability system.
Cigarettes that are picked up at the warehouse by the distributor and then shipped to retailers also have to record these transactions in the central traceability system.
This option refers to the legal possibility that another economic operator that is obliged to use a traceability system for tobacco products (e.g. distributor) register other retail operator.
Economic operator is considered to be any natural or legal person involved in the tobacco products trade. In this definition, a natural person is understood as a person having an open and registered artisan business.
Yes. In accordance with the regulation, vending machines with tobacco products are also considered to be a retail place and as such need to be registered as a separate facility.
The unique identifier is an alphanumeric code that allows identification of unit packing or bulk (aggregated) packaging of a tobacco product. It shall be irrevocably printed or affixed on the packaging of a tobacco product, and shall be indelible and shall not be concealed.
ID Issuer is the chosen legal entity by the Member State responsible for generating and issuing unique identifiers.
A business entity, an entrepreneur who produces tobacco products. The manufacturer is a person who produces a tobacco product or has a tobacco product that is designed or manufactured and places such tobacco product under his or her name.
A business entity, an entrepreneur importing tobacco products from countries outside the European Union.
First retail outlet means the facility where tobacco products are placed on the market for the first time, including vending machines used for the sale of tobacco products.
Economic operator identifier is the unique identifier issued by the authorized issuer of the identifier codes to enable proper functioning of the traceability system. Economic operators are authorized to handle tobacco products only if they have registered their identifiers.
Every business entity, an entrepreneur dealing with tobacco products trade.
Specifically, an entrepreneur (legal or natural person) engaged in the trade of tobacco products, including exports, starting from the manufacturer and the last economic operator, including the first retail outlet.
